The Urban Traditional Loan Fund provides flexible, mission-aligned gap financing for real estate and community development projects in urban areas. This product supports projects that strengthen neighborhoods, expand community services, and increase access to quality housing and commercial space in disinvested areas. 

This loan product is ideal for experienced and emerging for‑profit developers, nonprofits, and community-based organizations undertaking projects that benefit low and moderate‑income urban communities. 

Best For:

  • Acquisition of land or existing buildings 

  • Predevelopment (architectural, engineering, environmental, surveys, etc.) 

  • Construction or rehabilitation of rental housing 

  • Mixed-use or commercial development 

  • Community facilities (childcare, healthcare, education, arts, etc.) 

  • Bridge financing for time-sensitive opportunities 

Key Requirements:

  • Borrower must be a legal business entity, not an individual 

  • Project must serve a community benefit, such as housing, services, or economic development. 

  • Project must be located within Spark’s Urban service area (Douglas & Sarpy Counties, NE; Council Bluffs, IA). 

  • Borrower must demonstrate organizational capacity to complete the project. 

  • Project must align with Spark’s mission to support low and moderate‑income communities. 

  • Collateral is required, typically in the form of real estate or other secured assets. 

  • Project must not be for personal use (no loans to individuals for personal residence or consumer purposes)
