Rural Traditional Loan Fund

The Rural Traditional Loan Fund supports housing, community facilities, small‑scale commercial development, and catalytic projects in rural Nebraska. This product is designed for communities outside Douglas, Sarpy, Lancaster, and Pottawattamie Counties, where development conditions differ significantly from urban areas. 

This fund addresses rural realities such as: 

  • Utility access challenges 

  • Septic/well systems 

  • Infrastructure gaps 

  • Small-lot development 

  • Limited contractor availability 

Best For:

  • Rural housing (new construction, rehab, infill) 

  • Childcare, healthcare, senior services 

  • Small commercial spaces 

  • Community facilities 

  • Site development 

  • Predevelopment and acquisition 

Key Requirements:

  • Borrower must be a legal business entity 

  • Project must be located in eligible rural Nebraska communities (outside Douglas, Sarpy, Lancaster, and Pottawattamie Counties). 

  • Borrower must demonstrate organizational capacity to complete the project. 

  • Project must align with Spark’s mission to support low‑and moderate‑income communities. 

  • Collateral is required, typically in the form of real estate or other secured assets. 

  • Project must not be for personal use (no loans to individuals for personal residence or consumer purposes) 

REMEMBER: The Rural Traditional Loan Fund only supports mission‑aligned real estate or community development projects located outside Douglas, Sarpy, Lancaster, and Pottawattamie Counties. If your project is not in Omaha, Lincoln, or Council Bluffs metro counties, it qualifies as rural.
